I have said at the beginning of this minute that I am 26 Europeans short of the number required for the Colony exclusive of the New Territory.

Altogether to bring the European Force in the old and new territories including Water Police up to their full strength, at the present time I want 45 European, and on the 1st January I shall want 9 more.

In view of the whole of the above facts, I have to strongly urge that the pay of the European Police be increased by 20% with exchange compensation on the half of the new rate of salary.

I have set down in red ink what the salaries would then stand at in silver and in sterling.

The pay in dollars would not be as high as what the Maritime Customs pay, but there are privileges in the Police which the Customs do not enjoy which make up for the small salaries, while the sterling values cannot be regarded as excessive when compared with the rates paid in Forces at home.

I trust that this matter will receive early attention, for, unless European Police are to be dispensed with altogether, the Force cannot go on under the present conditions.

As a set off to the cost of the proposed increase I would suggest that the following allowances be discontinued.

1. Ration allowances for men stationed in New Territory viz:- 16 Sergeants at $15 a month = $240

18 Police Constables at $10 = $180
